an attempted invasion of the island by a force

landing on the southern shores and after con-

sulting the Executive Council I deemed it desir-

able to ensure that the Military Authorities are

consulted before buildings are erected in the

area. In Article 22 the final clause of (1) in

the former conditions after the words "specified

herein has been omitted.

I have referred to Articles 23 and 24 in para-

graph 2 of this despatch. They correspond to (m)

and (n) of clause 3 of the former conditions.

In Article 25 the right to run certain public means of transport not requiring rails or wires has been inserted in place of the sole rights in

(o) of clause 3 of the former conditions.

In Article 26(5) the words "in the neighbourhood

"of any area" have been omitted, and in (6) the

sinking of wells is to be in such positions as

may be approved by the Director of Public Works.

Article 27A provides that no marine rights shall

be granted to the promoters.

In Article 28 the latter portion of (x) of Clause

5 of the former conditions has been omitted and

the Government is thereby under no obligation to

give an option on equivalent areas in the vicini-

ty in compensation for land taken up for a public

road.
